Foundation funding cut for some programs

Dear Rotarians,

At our April meeting, The Rotary Foundation Trustees examined how the current global economic crisis has affected the Foundation’s ability to support Rotarians’ good work worldwide. Like all foundations, we have experienced substantial unrealized investment losses, forcing us to suspend Matching Grant applications in March of this year. These losses will also have an impact on the amount of money available for program awards in the coming year.
In determining our program and operations budgets for 2009-10, the Trustees made some very difficult decisions. We were fortunate to have the Future Vision Plan to help us focus strategically on what we believe to be best for our Foundation, next year and beyond. For example, funds for polio eradication — our top priority — remain secure, as do the resources to launch the Future Vision pilot in July 2010. We will, however, accelerate the elimination of several programs slated to be discontinued in 2010-11. Effective 1 July 2009, the Foundation will no longer fund the following:
Rotary Grants for University Teachers , except for grants already awarded
Volunteer Service Grants
Cultural and Multi-Year Ambassadorial Scholarships , except for grants already awarded
In addition, the World Fund allocation for Matching Grants was reduced to US$9.5 million for 2009-10, about 70 percent less than the original budget for 2008-09. Districts are encouraged to use their District Designated Fund (DDF), which is secure and not affected by budget cutbacks in any way, to help carry out their humanitarian service projects. Keep in mind, however, that DDF may not be used to support program activities that have been eliminated.
The budget for Health, Hunger and Humanity (3-H) Grants was also greatly reduced and will only support new projects that are part of our alliance with USAID to improve water and sanitation in the Dominican Republic, Ghana, and the Philippines. We have also suspended some other activities for 2009-10, including the Scholarships Fund Pool for Low-Income Countries, Regional Scholar Seminar Grants, the Rotary Alumni Celebration at the 2010 RI Convention, and training for Rotary Foundation alumni coordinators.
Looking ahead, the Trustees agreed that World Fund Group Study Exchange (GSE) partner districts will spread their exchanges over two years in fiscal years 2010-11 and 2011-12, with one team being funded in each of the years. GSE funding determination for 2012-13, the final year of the program before the Future Vision Plan is implemented across the Foundation, will be made in April 2010.

We understand that many Rotarians will be disappointed by one or more of these cutbacks. Given the current economic situation, however, it was essential to reduce the Foundation’s 2009-10 program budget to $153.3 million, which is slightly less than the projected actual for 2008-09 and $27.1 million less than the original 2008-09 budget. Our 2009-10 operations budget, including staffing for the Future Vision pilot, is $43.1 million, about $1.6 million under last year’s budget. Thanks to cost-cutting measures this year, however, we anticipate the 2008-09 projected operations expenses to come in at about $4.6 million under budget.
As troubling as our current economic situation is, we must remember that our Foundation experienced tremendous growth when investment markets were favorable. In good years, we were able to provide tens of millions of dollars to address critical problems in every part of the world. I have every hope that we will once again have a bounty of funds to disperse so that Rotarians can continue to do good in the world for decades to come.
That outcome depends in large part on the continued support of our 1.2 million Rotarians. Although we have had to suspend some of our activities, there can be no moratorium on humanitarian service in Rotary. I am happy to report that Rotarians are continuing to give generously to our Foundation; year-to-date total contributions are higher than last year at this time. Without this support, the program cuts would have been even more painful.
As we work through this economic crisis together, I urge every Rotarian to make a contribution to our Annual Programs Fund by 30 June. Your gifts will strengthen our long-term ability to respond to urgent humanitarian needs and work for a world at peace. I promise you that the Foundation Trustees and our staff will endeavor to protect, maximize, and leverage our Foundation assets as much as we possibly can in today’s volatile economic climate.

New class of Rotary Ambassadorial Scholars selected

More than 750 university students from 60 countries have been selected to study abroad as Rotary Ambassadorial Scholars during the 2009-10 academic year. Designed to bridge cultures and encourage goodwill, the Ambassadorial Scholarships program is one of Rotary’s leading efforts to promote world peace and understanding.
Ambassadorial Scholarships provide undergraduate and graduate students the opportunity to study at participating universities in the 200 countries and geographical areas where Rotary clubs are active. While abroad, scholars participate in community service projects and speak at local Rotary club meetings and conferences, schools, civic organizations, and other forums where they serve as “goodwill ambassadors” for their home countries.
In 2008-09, nearly 700 scholars from some 70 countries studied in more than 60 nations, at a program cost of approximately US$12 million.
Top U.S. universities sending Rotary Scholars abroad for the 2009-10 academic year include:

Kenny calls upon Rotarians to take action

Rotary clubs can earn a 2009-10 Presidential Citation by meeting the criteria RI President John Kenny has set for service and membership.
Rotary clubs can help show that the future of Rotary is in their hands and earn a 2009-10 Presidential Citation by meeting the criteria RI President John Kenny has set for service and membership.
To qualify for a citation, clubs must achieve a net increase of at least one member. For the service requirement, clubs must complete an activity in three of six categories, which reflect priorities of the RI Strategic Plan 2007-10: polio eradication, public image, service, membership, vocational service, and leadership.
Clubs must complete these requirements between 1 July and 31 March.
Interact and Rotaract clubs may also earn a Presidential Citation by completing two activities from any of the categories or by participating significantly in two activities with their sponsor club. District governors will receive special recognition if half or more of the clubs in their district earn the citation.
Rotary clubs must submit their certification forms and those of the Rotaract and Interact clubs they sponsor to their district governor by 31 March. RI World Headquarters must receive the list of certified clubs from district governors by 15 April.
The 2009-10 RI theme, The Future of Rotary Is in Your Hands, emphasizes the role individual clubs will play in the future of the organization. Kenny has urged districts and clubs to align their goals with the strategic plan and to develop service projects within three areas of emphasis: water, health and hunger, and literacy.
"Water is a main emphasis because it is the first necessity for every man, woman, and child," he explains. "We could, I suppose, live without oil, but none of us can live without water."
Clubs and districts are already busy with hands-on projects. Clubs in District 5950 (Minnesota, USA) are working to provide safe drinking water to people in Uganda displaced by civil war, according to District Governor Sandra Schley.
In District 9210 (Malawi; Mozambique; Zambia; Zimbabwe), District Governor Stallard Mpata will work with clubs to improve functional literacy in villages.
"We will empower rural communities to read basic information on agricultural practices to improve incomes and food security," he says.
Districts are also furthering Rotary’s four Avenues of Service. "We are planning to provide vocational training to youth to provide them with opportunities for making a livelihood," says Trichur N. "Raju" Subramanian, governor of District 3140 (India).
Lip-Kee Yap, president of the Rotary Club of Singapore, would like to see his club and district develop and fund portable relief containers for victims of disasters in Asia.
"A project of this nature draws on the efforts of every service committee in our club," he says. "The reminder that The Future of Rotary Is in Your Hands will resonate well in our club."

Service Projects Unvield.School and College Toppers Recognised.

On the occassion of the installation ceremony conducted by Rotary club of Tinnevelly for it's president and office bearersseveral service projects were unvield for the benefit of the poor sections of the society and also top students were recognised with certificates of merit.

District Governor Elect 2010-11 Rtn. J.K Kumar installed F.Melkio and N.S.Santhoshkumar as President and Secretary of the club respectively in a simple ceremony.

Subsequently as customory every year service projects and awards were presented to the deserving and meritorious by the District Collector M.Jayaraman who was the chief guest.

The district topper in Hr.Sec examination this year Aswath and Janani were presented the Nitish Lahari award. The SSLC toppers Nanda Selvakumar and Hebsiba Buelah were presented the Silver Jubilee award and Dharun Niranjan and Renga were presented the Golden jubilee awrds for the Matric examination toppers.
While Justice Ramasamy memorial award best law students were presented to Gurushankar and Poovizhi Selvi the Medical student award of PDG R.Subramanian award was presented to Dr.Sriram and Dr.Naveena. It is a pleasant co-incidence that Sriram happens to be the grand son of PDG R Subramanian.
For the school producing the best results in SSLC in the city St.Ignatius Convent Palayamkottai has won the ever rolling Ramalaksmi Ammal Shield and they haave won the Lalitha Mani Rolling Shield also for the HSC category. The Lion Somasundaram shield for the best matric school was won by Rosemary Matric School.

Several welfare aids worth about a lahk of rupees were distributed by the chief guest to deserving poor members of the society. 3 poor young ladies were given Gold Mangalya Sutra and "Seer Varisai" for their ensuing marriage. Three other ladies were given sewing machine and two men were given Computers to pusue their vocation.

A kid (young goat) was presented to a villager Natarajan who has to rear it and give back to the club one female kid it produces which will be given to some other beneficiary. This is a novel continuing service project being run for the last 5 years.

A galaxy of past district Governors and dignitories from other clubs participated. In his address Mr.Jayaraman appreciated the service rendered by Rotary clubs all over the world and recalled his association with Rotary clubs in ensuring post tsunami relief to the affected people in the coastel districts of Nagapttinam when he was working as collector there.

In a grand gala ceremony yesterday evening held at Aryaas Mahal, Maharajanagar, Palyamklottai Rtn F.Melkio and Rtn.N.S.Santhoshkumar was installed president & Secretary of this prestegious club for the year 2009-10 by DGE JK Kumar attended by a galaxy PDG's and dignitaries from all walks of life where the chief guest was the district collector Tirunelveli Mr.M.Jayaraman, I.A.S.,

Earlier PP.K.Girish welcomed the gatherin and PS P.K.Saravanan read out annual report.

Subsequently while accepting the post of presidentship Rtn.F.Melkio introduced his board of directors N.S.Santhoshkumar, secretary, M.Ramani, Vice President, R.B.K.Samuel, Treasurer, D.Dalton, president elect 2010-11, IPP.K.Girish, Club Service, P.Chokkalingam,Community Service, R.Gerald Selvaraj, International Service, P.K.Saravanan, Vocational Service, A.Pugalendran Kamak, M.S.Poornalingam, Jeyaprakash Narayanan, Joji Kanichai, and P.Satheeshkumar to the august gathering.

A web site http://www.rotarycluboftinnevelly.org/ was launched and offically inaugurated by PDG.K.Vee.Rajendiran and PDG.P.V.Jambukesan inducted to the club two new members.

Later, DGN.Arumuga Pandian and office bearers from various clubs from district 3212 felicitated the the new president.

Secretary N.S.Santhoshkumar proposed vote of thanks and the meeting was adjourned by president Melkio for the delicious dinner and Cocktail that awaited the gathering.

Vidya dadati vinayam - knowledge gives humility. The way to overcome Ego is through humility. Nature provides the example. The tree which stands upright during a storm usually breaks in two and the blade of grass which bends in a storm can survive a thousand storms. It is humility and compassion that are used as instruments to develop a pure personality.
By being humble one can bend down as many times as possible, but still can get up and conquer at the end.But by being stiff with pride the ones who refuse to bend will be the ones who will fall and cannot getup easily.

Minutes of Meeting held on 22 June 2008.

The well attended monthly family meeting satrted off with the rotary prayer recited by Rtn.Gerald Selvaraj. Jt Secretary read out the minute of the previous meeting which was passed. After a few announcements the president called up Rtn Mallika Sukumaran to in introduce Mr.V.Mariappan, a painter of repute specialising in Ravi Varma and Tanjore paintings for the weeks vocational award. Mr. Mariappan demonstrated the fine points of painting by doing a beautiful spot painting of a scene of Nature. After presentation of certificates and pleasentries to the awardee it was time for the much awaited games for annes and annets which was conducted by Rtn.Mallika Rtn Chokkalingam and President Girish. There was widespread participation with annes and annets thoroughly enjoying their time. Hosts of the day Rtn.Gerald and Rtn.Nicewin took care to cleanup the whole premises and made meticulous arrangements to keep the guests happy. Prizes were given away to all winners liberally this being the last family meet of this rotary year. The meeting came to a close with President extending birthday and wedding day greetings to the concerned rotarians and jt secretary proposing vote of thanks.

Minutes of meeting held on 15 June 2009.

The regular meeting started off with the rotary prayer recited by Rtn. Peer Mohammed. Valuable rotary information was given by Rtn.Mallika Sukumaran. President Girish proudly announced the winning of 24 awards – two of which was presented by DGN AP at the club meeting - at the award nite at Sivkasi “SARAVEDI”. The guest speaker Rtn.N.S.Santhoshkumar was led to the dais who spoke on Katta panchayat & the lagal Impact. He lucidly explained about various constitutional guarantees and the fine way the constitution of our Nation has been created by Dr.Ambedkar and team. He explained about the pre-amble of the constitution in which one can feel the fragrance of the systematic legal system India is having and said inspite of all the safeguards and strong legal system Katta Panchayat is rampant all over the country. It is called by different names in different parts of the country, he said. He forcefully argued to do away with this malady from the society which illegal and wrecking havoc on the fabric of the nation. After the fire brand speech was over Rtn. Gerald Selvaraj conducted the community service project by presenting a spike shoe worth Rs.2000/- to Mr.Preeth an athelete and note books to 6 students of Pudupatti School.
The meeting was adjourned for dinner after Jt Secretary proposed vote of thanks.

Meeting Minutes

The regular meeting of the club commenced with rotary prayer recited by Rtn Vasu. Minutes of the previous weeks meeting was read out by rtn.ss shankar . Rtn Lena raised a query with regard to the publication of the new member proposals. Rtn. Lena wondered why there is lack of information on the new candidates and the proposer’s name. President assured the member that the information will be published again. President then made a few announcements regarding forthcoming events like awards nite at sivakasi, and invitations of clubs from rameswaram and devakottai.
Vocational service director then presented the weeks vocational service awardee Mrs. Parameswari Rajan, A musical exponent and music teacher of vast experience. The award was presented by Mrs.Chokkalingam. Mrs.Parameswari then rendered ‘Kurai ontrum illai’ to the delight of the members.
Rtn Chokkalingam then introduced Ms. Bhuvaneswari ,a deserving Bhatratanatyam dancer who is having her arangetram on 21 st this month for the community service project by presenting her a cheque for Rs.4000/-. The cheque was presented to her by Rtn Chellappan. The floor was then handed over to Rtn Priya Ram Prabhu who had been to Kashmir recently. The next half hour Ram has given vivid details about his experience in Kashmir and enthused the audience. After few query’s were answered by the guest speaker jt secretary extended vote of thanks and the meeting was adjourned for dinner.

Financial update on the global financial markets and their impact on Rotary

Rotary International News -- 3 June 2009

Dear Rotarians:
I’m happy to report moderate improvement in Rotary’s financial situation since my last letter on this subject on 2 April. Both Rotary International and The Rotary Foundation saw positive investment results in March and April, marking the first consecutive two-month period of growth this fiscal year. As a result, our investment losses have dropped from US$26 million recorded through February to $18 million as of 30 April for RI and from $222 million to $187 million for the Foundation. Most of the year-to-date losses remain unrealized and should reverse as the markets recover.
Revenues from club dues remain slightly ahead of budget, and total contributions to the Foundation are comparable to last year. However, a dramatic shift in current fund contributions from the Annual Programs Fund to PolioPlus in response to Rotary’s US$200 Million Challenge has reduced the Foundation’s cash available to fund operations. As a result, we will soon be selling some investments to pay for the Foundation’s operating expenses. As mentioned in my previous communication, the District Designated Fund remains secure at this time. Also, operating expenses for both RI and the Foundation remain favorably below budget in most areas, with these reductions projected to continue through the end of the fiscal year.
In April, the RI Finance Committee thoroughly reviewed our proposed 2009-10 RI operating budget, which is balanced and will tightly control spending. The committee recommended that the RI Board of Directors approve this budget at their June meeting. At this time, it is projected that RI’s General Surplus Fund will remain above the 85 percent level targeted by the RI Bylaws through 2009-10.
Also in April, the Trustees of The Rotary Foundation approved an austere operating budget for fiscal year 2009-10. Read a summary here: Chairman Jonathan Majiyagbe's letter.
For more than 20 years, your Foundation has operated on earnings from Annual Programs Fund investments, enabling the Trustees to spend every dollar contributed by Rotarians on humanitarian, educational, and cultural programs and program operations. During this period, the Trustees also spent approximately $100 million of investment returns on PolioPlus, Children’s Opportunities Grants, and other humanitarian programs. However, the current financial situation may prevent us from funding the Foundation’s operations in this manner for the next several years. Therefore, at the request of the Trustees, Trustee Chair Jonathan Majiyagbe appointed a special committee to develop an equitable and effective multiyear plan to restore the Foundation’s reserves. Additionally, the Foundation’s Investment Advisory Committee is reviewing the Annual Programs Fund investment policy to ensure that the value of your contributions is protected and that the Foundation will have sufficient liquidity to meet program payments and operating expenses.
Our Foundation has thrived over the past few decades. The growth in our programs is due to your financial support. If you have not yet done so, I hope you will join those Rotarians who have made a contribution to the Annual Programs Fund by 30 June. Every gift, no matter the amount, counts. Your generosity will make a difference in the 33,000 communities that Rotary serves.

Joint Board Meeting

The joint board meeting of the outgoing and incoming boards met on the 1st of July at Rotary hall at 08.00pm and discussed issues like the programmes done by the current team, expenses incurred on various items, installation date and venue of the new team, the chief guest to be invited for installation, budget for next term and a representation made by our messenger Mr.Mani.

After threadbare discussion, the venue and date was fixed as Aryaas Mahal, Maharaja Nagar on 06 July 2009. The Chief guest is to be decided soon and the fine tuning of the installation ceremony is left to president elect Melkio and team.

Budget was presented by Rtn.RBK Samuel who was requested by the board to fine tune it a bit to accommodate more allocation for community service which he agreed to do.

Mr. Mani's representation for excusing his absense for the last month on health has been accepted and salary for the month to be paid to him. Another of his represntation to sanction a grant for his medical treatment was also accepted by the board and decided to allow a grant of Rs.1000/-. The joint board also decided to enhance his salary to 1750/- per mensem on another of his representation.

The board recorded a special appreciation on the effort made by GSE co-ordinator to accommodate the GSE team from Tennesse against odds.

Last but not the least, the joint board decided not to increase subscription inspite of a deficit budget in the face of increased payment to RI due to dollor rate conundrum.

Changes made to Paul Harris recognition items

Paul Harris Fellow medallions will no longer automatically be sent to fellows, as of 1 July.
Recipients who earn Paul Harris Fellow status by accumulating a recognition amount of US$1,000 will receive a personalized certificate and lapel pin, along with an order form with an option to purchase the medallion for $15. Medallions may be ordered through shop.rotary.org or by calling 847-866-4600, or fax 847-866-3276.
Also starting in July, all Paul Harris Fellow certificates will include the End Polio Now logo until 30 June 2012, which is the duration of Rotary's $200 Million Challenge.

District Assembly convened in preparation for a new Rotay year.

DGE V.Shanmugham has convened the district assembly "Sanjeevi" for the new rotary year commencing on 1st july 2009 with colourful events at Rajapalayam recently. The assembly, organised by rotary club of Rajapalayam wa swell attended by over a 1000 rotarians from district 3212 - a good start to begin with. The assembly was chaired by Mr.Ramasubramanya Raja, chairman of Ramco group and PDG Varada Reddy was chief guest. Rotarians have enjoyed the sessions to the hilt and are getting ready for the next round of hectic rotary activities which will begin soon.

Let us all resolve to make it a good year in service of Humanity.

Rotary Institute

Roatary Institute a training event for Rotary officers is coming up in kochi le meridian hotel in septemebr 2009.

The event is coming to kochi after morethan a decade and it is a good opportunity for our rotarians to meet top leaders of rotary international.

Sanjeevi - Club Assembly at Rajapalayam.

The new Rotary year is looming on the horizon and the new team of office beares are bracing to take charge of their term in July. The customery Club Assembly of RID 3212 is slated to be held on 23 and 24 May 2009 at Rajapalayam which prepares/warms up the new team of office bearers for the task ahead.
